A large park of twenty-four hectares in the middle of which is projected a water tower, intended to serve as a landmark to this new district. The work began in 1969 and continued until May 1971. "Associating functional object and artistic research, the sculptor Philolaos has been able to turn water tanks into a work of contemporary art, a true symbol of the city of Valencia".
The death of the architect André Gomis in 1971 and the change of municipality put into question the development of the surroundings of the water tower, which will not be realized. In 1981, the water tower won the prize for the "clock district" which rewards the best achievement of urban art of the 1970s in France.
