The park, initially a plot of land between the Steaua and Josephin fortifications after losing the military function of the fortifications, is arranged as an English park by the municipal decision of 1856.
The two main alleys are drawn and the planting of light trees, linden trees and pine trees begins. The continuous development in 1859 by water regulation works, in 1863-1865 a restaurant was erected. From 1882, the arrangement is taken over by the Society for the Beautification of the City, which builds a music pavilion (1898), an artesian fountain, introduces electric lighting (1905) and continues the dendrological enrichment, so that finally the surface of 30 ha will include 680 species. of forest and ornamental trees and shrubs, 30 exotic species sheltering for 95 kinds of sedentary and migratory birds. In 1938 the bust of the poet Mihai Eminescu is located.
